The rule used to be that you needed to use full wets during a safety car rolling start, but if the track wasn’t wet enough it caused everyone to pit in the first lap to change to inters, and all that congestion in the pit lane was a safety concern.

Now the race director decides if they start on full wets or inters, depending on track conditions.
