ATACMS will be a big help, but frankly: Ukraine needs weapons to attack the air bases from which russia launches their heavy bombers, carrying ballistic missiles. This would immediatly stop russian terrorbombing of civilians.

Tomahawk would also go a long way helping on that front. They have a range of 1,300+ miles and the US has a bunch.
