I don’t think there’s any element of global democratic governance going on there. It’s headquartered in New York, the same state where Maduro and his wife are being paraded around as a roman triumph, flaunting all UN charter resolutions. It’s a total farce. The only time UN decisions mean anything at all is when the US is backing it, and it’s usually just there to give legitimacy to the US. If the US doesn’t want something they just veto or ignore it without consequence. It’s all benefit, no downside to the US.
