Such low age of consents aren’t uncommon. Most of Europe is at 14/15 too. The US is just on the higher end overall. Not to say that aoc should be this low, but China’s isn’t doing anything special there.
That’s mostly for eastern Europe, the UK, and Spain. Maybe one or two smaller countries too. Germany, France, Itlay, Poland and the entire Balkans fall within 14/15.
