I’m not sure he was the only one, but he was certainly most powerful authority that issued a fatwa against building a nuke. There are plenty of reformists in Iran who’s dream is to appease the west, so who knows what will happen after Khaminei.
There is no way western lapdogs have legitimacy at the exact moment they are being bombed by the west
