Overall I think this is a good plan. This council has done very well and I hope that this works.

That said, as a city citizen, can’t say I’m in favor of GCWW spinoff. I feel we’d be shortchanged and honestly we should wield it around the county like Columbus does theirs. The city/county are still just too far off politically to make regional cooperation overall a thing in a lot of places (water, policing, etc.)
