They do interlacing, which for cheaper TVs just means playing the frame twice (~60fps) and the more expensive ones do between frames using a linear interpolation thing. So yeah, when you have action mode/motion smoothing on your TV is creating at least half the frames you see.
Maybe okay for sports? For everything else it sucks tho.
