Didn’t they already offer compensation in the ‘60s? IIRC prior to the revolution basically all of the Cuban bourgeoisie were reporting their properties’ value as a fraction of the real value, to save on taxes. Fidel & Co. offered to repay them at the lower reported value.

They did. And other countries whose companies were nationalized accepted the compensation, except the US.
