Honestly this seems like an appropriate headline to me. The US didn’t even attempt to prevent it from reaching Cuba afaik.

It’s not appropriate. The US didn’t not intervene because they felt bad for Cuba, they did it because the stakes were too high for them. “Russia breaks US oil blockade on Cuba” would be a much more honest title.
