Seawater is significantly more corrosive and harder to use in cooling systems, so it’s not profitable. They build where there is significant internet + electricity + clean water access (neighbourhoods) and where land is cheap (displace the poor).

So in fairness, these aren’t choices borne of maliciousness. It just turns out ruthlessly chasing profit is basically indistinguishable from dedicated evil
