They can change the charge later - it’s relatively common to start with a lower “easy to prove” charge and then increase it after an investigation. “Murder” likely needs some level of intent to be shown.
True, but… stop and then reverse. That’s intent.
Intent to what though? Stop and chat? Intimidate? Go back to a turn they missed?
