I suspect that while it’s nice to get a chokehold on one particular part of the industry to cripple a country, it’s also good to diversify your targets so the enemy doesn’t know what to expect next and can’t concentrate anti-air defenses (which to be fair isn’t even that effective against cheap drones anyway)

Also, shortages affect everyday people who could theoretically do something about their leadership.
