All of these articles that talk about Flock being ‘misused’ are justifying a ‘proper’ use for it by implying that everything would be alright if the problem of ‘misuse’ were solved.

Any use of Flock is misuse; police departments not caring about the privacy of individuals not under investigation is just a cherry on top of the privacy nightmare that is Flock.
