It’s my understanding the Ukrainians are more interested in taking the cluster bombs apart and using each bomblet as a done bomb. Using cluster bombs offensively means you have to advance through the unexploded ordinance you just dropped, since the dud rate is anywhere from 3-40% depending on who made the bomb.

Ukraine received these as a stopgap until artillery shell production catches up.
They’re also extremely effective at clearing personnel from areas. IMO they need all the different shell types they can get their hands on.
I wonder where they’re applying them. Presumably not in areas they intend to push through.
