    I recall a story about assholes in Turkey doing the same thing, and as a result other drivers got into the habit of blocking ambulances to spite them.

      Apparently, rich folks in Moscow can buy a special license to run with lights&sirens. Same result.

        You can do that in the US without the lights. Just cover the cost of the red-light cam ticket for your driver. When his license is revoked, throw him away and get another driver.
