Define empty? They’ve added a few new features and mechanics iirc, but overall it’s still very much a sandbox game and similar to the original. I.e., go run around and do whatever you want, but it generally turns into simulating the same battles a ton of times.

It’s fun to go back to every few years for me, but I can’t ever seem to get over the mid game.
