It’s still an open source project. I don’t know if an independant company would be better, but imo it’s a great first step to see that the german government is investing in digital sovereignty. That may not make the ICC sovereign, but on the other hand, would it make sense for every country to have their own stack?

Yes, but: this endeavour comes after/along with the development of a unified “open desk”, a replacement solution for the office and collaboration tools from microsoft etc, backed by the federal government. This ensures a base layer of interoperability between offices and makes training probably easier.

Dauernd ist irgendwas neues, echt. Erst heißt es WEAs verschandeln die Landschaft, töten Vögel und Insekten, oh nein wir brauchen einen Netzausbau, Speichermöglichkeiten, etc. Und dann ist der Newscycle grade halb vorbei, da sind es die chinesischen Sabotageteilchen, die die Energiewende behindern.
Es kann doch echt nicht sein. Warum galten nicht von vorne herein die gleichen Sicherheitsstandards wie bei herkömmlichen Energieerzeugern?

That snippet that you quoted there is what I would point to. Right below that is a graphic where they explain their interaction with public offices on the left side and the FOSS community on the right side, where they say to support and develop sustainably usable solutions.
I would take that as contributing to development. In that paragraph you quoted, they do mention “professional partners”, so maybe that is outsourced?
I’m not exactly an expert of the project, just know of it’s existence and a fan of the direction it’s taking. There’s a few talks about it on the Chaos Computer Clubs website, they do mention contributions to the projects afaik.
