  • Maybe Medicare/Medicaid which are the insurances for young/disabled and elderly people respectively. But these tend to not be great plans. The reimbursement is so low compared to commercial insurance that many providers won’t see those patients. I think Miller is getting at emergency care. Anyone who shows up to your ER is legally required to be seen if the hospital has the means to assess and treat or transferred to one that does. Many people, documented and undocumented, use the ER for primary care as it is difficult to get a primary care doc due to waitlists and costs. Using the ER for primary care clogs the system and makes it super expensive but it’s misleading to blame that on the undocumented and not the physician shortage and lack of emphasis on preventive care in the US. You’re not getting free tuition unless you meet some need/merit requirement but having in state residency makes programs much more affordable.
