I have absolutely no idea how I managed to break my settlement administration panel in such a way, but it would not let me pick either option nor cancel the interaction, or even back out to the game menu. I had to Alt + F4 the game.

Might be time to abandon that settlement and find one that isn’t in the grip of eldritch horrors. 😅
