He was already dying a slow death when he was elected, unless you take his statement of having brain worms as false, which; judging by everything else him & his friend say… is probably not true.

Which reminds me, this wasn’t a plot of the future that I saw in dystopian/ post-apocalyptic films whilst growing up. Mad Max was mostly gas and some water. Sure, AI is using all of the fresh water & gas is running out or limited… but even Scrotus didn’t have brain worms…
