Here in the Netherlands, there is pretty much a constant risk for flooding. We mostly trust our governments to make sure it doesn’t happen (we pay quite a bit of government tax especially for that) but pretty much everyone here knows how to swim from a very young age (most people before 12 have at least two certificates proving it).
