Genocide. The Clinton admin invented the term “ethnic cleansing” to justify the US government disobeying their own laws requiring intervention against genocide (at that point, in Rwanda).
Before anyone assumes “ethnic cleansing” strategies like forced sterilization or migration don’t count as genocide, I propose the definitions of genocide outlined in the 1948 UN Convention on the Prevention and Punishment of the Crime
of Genocide:
(a) Killing members of the group;
(b) Causing serious bodily or mental harm to members of the group;
