They are tormenting demons
Usually they just look like demons in these things. Maybe looking like fellow humans makes it extra annoying.
Inspired from “the good place” where demons wear human suits to torment humans ;)
That one I’d chalk up to budgetary concerns. Cheaper to keep your human actors looking human, while drawing demonic demons costs the same.
Of course, Michael was pretending to be an angel, so he would have remained disguised in the beginning regardless.
