I think the plan is electric scooters and motorcycles. They work really well with battery swap stations, since the batteries are small enough for a person to pick up and stick in a charging station.

A while ago I researched e-motor scooters here in the EU and came across the Silence S02 with a 40kg pack to push on wheels or some other model with 2 x 20 kg packs, which could be a bit much. It turns out some models apparently go as low as 2 x 12 kg.
Still, this could be also a great chance for Hanoi to start a project for electric buses, if they haven’t already.
