Apparently this story is slightly fabricated, this dog exists, tried to become a service dog and got disqualified, however not due of the stuffed animal but because he failed the regular tests by being inattentive / easily distracted

A service dog is for helping people with disabilities, not police or military. Still he/they made the right choice, because he demonstrated that he’s not comfortable being around a bunch of strangers and a service dog needs to move with confidence in crowds.
