The man threatened passers-by, lit a fire and set off fireworks, police said, and was then detained. The building houses an Immigration and Customs Enforcement office.
If im in a high rise and some dude is down on the street engaging in shenanigans, I’m not going to be super worried that I’ll be targeted.
