This comic reminds me of the old bit of irony that if you can’t afford housing, food, or healthcare, all you need to do is commit a crime, and the government will give you free housing, food, and healthcare. Some jails/prisons will even charge you, but if you can’t afford it in the first place, then there’s no way for them to collect. (This is not legal advice.)
They’re managed or owned by private corporations who have an inherent “responsibility to the interests of their shareholders”. They do whatever they can to extract the most profit.
