One necessitates the other, the ballroom is a direct threat to the average person in the US to shut up and accept your quality of life collapsing in realtime.
If Trump “just” cut healthcare it would be violence without a threat attached which is a waste of effort for oligarchs usually and risks people overcoming their fear to find solidarity in resistance to said violence.
